Theres no use trying to get the National Dex before you beat the elite four because the lady doesnt show you your opposite legend until you do.

Also, to Sage Ryock You'll get it when you clear Hearthome Gym, as Fantina uses one as well as one of her trainers and another of her trainers has three Drifloon. Drifloon can be seen from a Trainer in the fifth gym, but your obviously to far to go do that.
